Hey Luke Warmwater,
I don't know why you couldn't get an answer to your question. I have been wondering myself. So.....
I couldn't stand it any longer. Today, I had to go fishing even though I knew that they were spilling and sluicing at 470 cubic ft/sec.
No problem. It is fine for wading and fishing. Water color is OK. Temperature varies. As I was checking it I could feel and see a variation of about 5 degrees; from 60 to 66 degrees.
Fishing was slow, but I had enough action to keep it interesting.
I never found anything that produced consistently. Didn't catch more than two fish, and mostly one, on any one fly. Used streamers, wooly buggers, soft hackles, midges, and caddis dry fly.
Not a lot of folks fishing, and those that were didn't stay long.
All in all a very enjoyable day on the Elk!
