I haven't been to PCB in forever but check out the new Pier Park.  You really have to get out past the surf for any decent shot at fish from the shore, and you generally can't do that with a regular rod.  PCB is very crowded.

Rent a pontoon boat. Go to St Andrews bay. Troll flashy stuff like big jerkbaits fast till you catch something. Put that live something on a big rod with a big hook and some steal leader. Hang on.

Bring plenty of cheap flashy jerkbaits because you'll lose plenty of them. Lots of sharks there when I it we had a blast.

I don't know about Panama city, but the best luck I've ever had bank fishing down there (closer to Destin) was off the rocks on the Hwy 331 bridge.  Live shrimp under bobbers or free line em.  We caught the heck out of some specks that way and a few reds.  Surf fishing is fun too but like jladdsmith says to do very well you need to get out past the breakers a bit...which is possible if you are willing to work.  Wade out as far as you can go, then cast a surf rig as far as you can throw it and either wait it out (if you ain't skeered of sharks).  We always used 4-5oz pyramid sinker under umbrella rig, circle hooks with live shrimp or sand fleas...frozen works if live aren't an option...but it was fun to catch the sand fleas in the surf then use them to catch fish.

I don't know any guides there either, but we did see lots of folks fishing from that new fishing pier...or it was new back then, its been too long since we've been down there  :(

The deal with surf fishing isn't so much that the fish aren't cruising in the breakers, it's that your bait is constantly rolling back to you.  You can find contours where you can wade out farther and cast to the deeper side.  Maybe go to the top of one of the big hotels and look for these and then go back at night.

Also, one huge tip for surf fishing is to use the Sputnik weights rather than pyramid.  Sputnik's basically have steel legs that dig into the sand and will hold with much less lead.  This way you can use your baitcasters with lighter line and get the bait out farther.   After fighting the waves several nights before finding these weights, the extra cost is waay worth it.  Good luck man!
