As a former Georgian (and still frequent visitor), I think you can generalize and just say that all GA trout management is a shame.  Every time I visit my parents' place on a North Georgia tailwater, I'm blown away by the complete lack of enforcement of any stream buffer.  Can they not see how development completely destroyed dozens of miles of incredible Chattahoochee tailwater in the mid-late 1990s?  And these are laws on the books - all we need is enforcement.

But the disregard of special protections for sensitive native game fish like the brook trout and shoal bass is a shame on GA.  As I'm sure is true in all states, you can't blame the DNR - they know what's right, but need to pander to their largest constituency who doesn't know or care about the difference between a native brookie and a hatchery rainbow or an invasive Kentucky spot and a shoal bass.

"Unfortunately, conservation is not one of the legacies of the south."

Add to that the complete lack of courtesy, respect, and sportsmanlike conduct on our waterways. Then add on the people who like to publicly  pinpoint exact locations hoping to profit somehow. People who abuse the waterways (while contributing nothing) for profit. Then you've got what we've got in mid TN, and soon to be everywhere where there aren't restrictions preventing it.
